Hi Sir/Madam,
This was a painful experience at the Mangalore junction station. We Deepak Bhat K, Sandeep Yadav and Anish Kumar were in a process of booking Household items for Sandeep Yadav to be sent to Delhi.
Complaint Number on the complaint book at the station: 244897
Below are the details:
On 16th April 2009 18:30 Hrs. we reach Mangalore Junction to enquire about the details and cost involved.
The authority (CS) does not give us the estimation rather refers us to the parcel contractor Raghu and he gives us the estimation of Rs. 7500/- for the consignment and advices us to get the goods at 21:00 Hrs and the rate will be below Rs. 10, 000/- as he has good understanding with the authorities.
We hire the External porters for 1000/- to load the Luggage and Load it in a Tata 407 for Rs. 600/- and a Tempo for Rs. 200/- to get the luggage to Mangalore Junction.
Now the contractor who was to handle the transaction was missing and when contacted over the phone he informs that we need to unload the goods and place it on the plat form and we do as advised.
The CS was busy and asked to wait for close to 3.5 Hrs. and we do, after which he asked us to come back the next morning (17th April 2009) at 5:00 A.M. to weigh measure and give estimation.
We were scheduled to leave Mangalore on 17th April'09 to Goa by Train and then to Mumbai, Rajasthan and reach Delhi which did not happen and I'm writing this complaint from Mangalore on 18th April'09.
The schedule was explained to the CS and the Authorities; however there was no acknowledgement to the pain and Inconvenience.
Later we are at the station on the 17th April'09 to get the estimation and book the parcel.
The Authority measures the luggage twice for god knows what reason and we were the porters to lift the luggage and sort it, are there no facilities in Railway for this???
The customer has to do Coolie work, run behind Drunk contractors, speak to the CS in a language which none o[censored]s could interpret without the help of a friend who knows Malayalam and go through this pain for over 24Hrs and return without resolution.
We weigh the goods measured and the final estimation came Rs. 18, 000/- and change which we were ready to pay after filling the booking form 3 times and again we were told to fill the form with no instructions as to how do we fill.
We had to understand the calculation and calculated the expense as per their calculation in a Cyber Cafe and that came to Rs. 15, 864/- and this was printed out and shown to the CS who rechecked the calculation and informed that if the item exceeds 100 cm (1 meter) from any direction the cost will be doubled and will be neared to the closest zero digit at the higher end For example if the Volume (L*B*H)/7000 is 162.56 it would be calculated a 170 and will be doubled i.e. 340 and then multiplied by the per Kg rate which is Rs. 5.5 / Kg.
Now the CS goes absconding stating that he is going for dinner and we were waiting with the hope that finally everything is done but then he returns back drunk and explains that we can finalize the luggage.
We informed him that we will get back to him the next day for this.
One of the Ticketing persons informs that they do this as they know it’s a bulk load and they earn from it which is then shared by the authorities and the contractor.
Since we lost hope about the irresponsible drunken authorities, we decided and sent the luggage through Truck.
When on 18th April'09 we come with the truckers to move the Luggage the Porters (Raghu's people) inform that we cannot move the luggage out of the station as their Boss (Raghu) is not around and also threatened that we cannot get any outside porters to help us.
We had to make him aware that Railway is not owned by Raghu or his men and they had to load the truck for which we paid them Rs. 300 /- and Rs. 100/- to the trucker.
Now, we had to go through mental Stress, Physical strain and spend unnecessarily because of the instructions given to us by few irresponsible drunken authorities, who will compensate us for this.
Total expenditure due to irresponsibility of your authority and need re-imbursement for :
16th April’09:
Rs. 1000/- for loading as we were told to get the luggage to the station
Rs. 550/- for the Tata 407 for moving it
Rs. 150/- small tempo to fit in things that did not fit in Tata 407
17th April’09:
Rs. 50/- Printouts of address as advised by the authorities to stick on the goods
Traveling charges which includes rickshaw, petrol for vehicles, parking charges Rs. 500/-
Coolie charges (needs to paid to us for doing their work)
18th April’09:
Re-Loading charges Rs. 300/- for the porters.
Rs. 100/- trucker as he was from the contractor who sent the luggage by truck
Also, for the mental torture and physical strain we need compensation and action to be taken against whoever is involved I.e. the CS on Duty K. V. George, Contractor Raghu.
Is there anybody who can take an action??
If nothing happens we would contact the Media and publicize the issue so that nobody else has to go through this hassle.
