Negligence in dispatch of cheque of Loan amount.

I have applied for loan on 27th of Dec against LIC policy. Till 16th of January I have not received the cheque of loan amount.

When I called three four times at LIC office phone no 22626343 I got the answer that the cheque was prepared on 1st Jan 09 and it was dispatched. How much time it take to deliver a cheque with in the same city?
When I asked for registered post number, I got the answers that that is not available...

The same amount is debited from my account(kotak bank netbanking), whereas it is not credited into my policy account.
