Broadband connection amount not refunded

I requested for broadband installation 27/7/2016 and paid the installation fee of rs 1000. Cef number tblr7187999 for rs 999 + 99 plan

They refused installation with reason "currently we are unable to provide you a connection at the above mentioned address due to some technical constraints."

After that no refund of the money collected. Before taking installation fee only airtel should know their feasible areas....

Minimum dth pack of 456/- + 90 rs for recording + hd channel charges (Optional) + taxes.
Essentially, you are keeping our phone bills at the same amount and removing the cable component from triple play...
