Permanent battery failure in Dell Inspiron 3521 laptop in 13 months from purchase & battrey level showing 100% charged & battrey life of 73%

My dell showing permanent battery failure after 13 months of purchase. While the battery showing 100% charged system says it dose not recognize the battery & will not charge. How is it possible for battery permanent failure in just 13months. Is dell using cheap low quality battery....
