Dear Sir/Madam,
I had a confirmed eticket PNR no. [protected] for travel by 2AC coach
in Train no, 12321 (Howrah Mumbai Mail)
from Katni JN (Boarding at Jabalpur) to Mumbai CSTM
for travel date 3rd August, 2014
The trains scheduled departure time at Jabalpur of 1755 hrs.
At 0800 hrs on 3rd August the Indian Railway Train enquiry states that the said train has not yet departed from originating station (Howrah). The train is 14 hours late !!
The departure for this train was 2nd August, 2014 at 2200 hrs. This meant the train would start this journey, leaving Howrah station by 12noon on 3rd August, 2014.
This would mean rescheduled estimated arrival at Jabalpur station would be by 0500 hrs on 4th August, 2014 !!
I immediately re-planned my going to Mumbai and cancelled my e-ticket on the IRCTC website, which accepted the cancellation and deducted Rs. 490/- from the refund amount (Settlement ID[protected] directly into my credit card account.
As per the law in Railways, if a train is running more than 3 hours late, then for any cancellation of ticket, full refund shall be paid back to customer / traveller.
I did write to IRCTC about this cancellation charges and have been asking them to verify the facts stated and refund me the balance charges, to which they have been giving me reasons for the online cancellation charges.
If the law/rule states that full refund should be given for cancellation of ticket for train running delays of more than 3 hours, then where is the point of justification and reasons been given to me for levying the cancellation charges ?
If the online computer system program is incorrect, then it is liability and responsibility of the IRCTC management to correct it and also to settle my claim.
I wish that you take up this matter on my behalf and impress upon the authorities to refund me the dues.

Indian Railway Catering & Tourism Corporation [IRCTC] customer support has been notified about the posted complaint.
The food provided for dinner is pathetic. Chapatis are very hard and rice is not completely cooked.
Someone Should look into the matter.
