Money still not refunded even after four months and multiple follow-ups.

This is a complaint against KSRTC online refund department for failed transactions. I had tried to book 3 tickets on 15th July, 2014 for journey from Bangalore to Chickamagalur" online. The money got debited from my account but did not get any SMS or email confirming my successful booking. I immediately called up KSRTC Customer care and after checking up, the representative told me that it was a "Failed" transaction and that I should send an email to '[protected]@ksrtc.org' with the OB number (which is OB[protected].
I did exactly what she told me to. I sent an email to '[protected]@ksrtc.org' and they replied to my email saying -
"We have received your mail and necessary action will be taken accordingly
after due verification. You are requested to check your bank account in case of refund after 7 business days. For
other issues regarding non receipt
of refund amount kindly call[protected] OR[protected] during office hours."
Well, I received no refund. Then I called the above given numbers and every number given on the "http://www.ksrtc.in/site/contact-us" page. Most of the times, no one will pick up the call. If you're lucky enough on some day, an operator (always a lady) would pick up the call and just after she gets to know that it the call is for refund, she would immediately redirect to some extension without even listening to another word of mine. The phone where my call is redirected then keeps ringing and ringing and no one ever picks up. I have no idea how much I have spent on phone trying to get someone to talk to! But till today, I have failed all the times.
So I decided to send another email to '[protected]@ksrtc.org' on November 4th. But to my surprise, this time, I failed to get a reply to my email too (till today- 23rd November)!
I don't understand, for a fault on their end for which the booking got failed, why should we the customers need to suffer so much? First, the money is gone and the next, spend rest of the days being harassed and frustrated trying to speak to someone to resolve it! KSRTC is truly pathetic and I am too frustrated now to do anything to bring the KSRTC Accounts department down.
