rate of interest on home loan not up to the market standard

I took home loan two years back they gave me the loan at 10.25% which is in accordance with other banks same as others, but after dec-2013 they have increased it to 11% and when I complained about this customer care lady called me and asked me to pay 16000/- to reduce interest rate to 10.25% is this ethical ? Changed Annual Fee for Free card
