Illegal Charge of Rs 100 by Service centre for Sim Replacement

Hello, As I had lost my sim, I went to the vodafone service centre in Korum Mall Thane for sim replacement. As per the rules I think they should charge 22.75 Rs for sim replacement but the service centre guys have charged me Rs 100. Also as my connection is postpaid, if at all they have to charge then the charged amount should appear in my postaid bill instead they asked me to pay money over the counter. On asking the sales person not to disturb again and again, he started to swear and use abusive language.
