no refund for error transaction

sir,
I rechareged from tata docomo site my mobile number with an amount of Rs
222 on 20/03/13 around 8 PM. But due to some technical error recharge was
not done. when I checked my bank statement, amount was debited from it.

I talked to bank, but they did not give the transaction id saying do not

Online recharge of tata docomo

For online Prepaid recharge of TATA DOCOMO On 16.07.2012 at @ 9.30 pm I had make payment of 100 Rs two times( i.e.Rs 200) . That 200 Hundred rupees deducted from my account at the same time by BILL DESK but I have not received any recharge or No money back . Amount debited for e-recharge but recharge not done
