DEDUCTION INSPITE OF TRANSACTION FAILURE-DEBIT CARD

Hi Its around 26 days and I had not received the transaction failure deducted amount from UNINOR . I had tried to recharge (Rs.253+Rs.100+Rs.20) on 3rd May 2015 but it got failed but the amount got debited .After talking to CC dep Uninor they told it will be reversed in 4 days. In the statement dated 28 March, 2015 a sum of Rs.1756/49 was wrongly debited towards Late fee, Interest charges and service tax thereon in respect of card No.4477xxxxxxxx0007 which i am not using at all. I am using credit card no. 4375xxxxxxxx4002. This amount of Rs.1756/49 has subsequently become Rs. 3991.06 in the statement dated 29th April, 2015. I had demat account 2 years back, & the account login is also been disabled long back. But these ICICI people deducting Rs. 561.80 saying they are doing this to maintain your Demat Account. Since the access to the D-Account is been disabled from 2 years, How can they say this is for maintenance.
