I recently got a new number from Vodafone mini store (About 15 days back)

I am not able to receive calls and make or receive messages. (If you try to make a call on this number, they will say the number is temporarily disconnected)
This is a postpaid number, the billing cycle is on and I am not able to use this newly bought number.
If the number was disconnected, why was is it issued to me or why is the billing cycle still ongoing?
If you are not able to solve this query, I have to close all of the family group of numbers associated with this, and port to another provider.
Vodafone India customer support has been notified about the posted complaint.
