Ambiguous texts sent by Vodafone about Incoming roaming charges

I have a corporate WOW plan in Karnataka circle and I am currently on roaming. I received text messages from Vodafone saying that Roaming Incoming is free. I see that I have been charged a sum of Rs 157 in this month's bill.
