outgoing calls

hi
i had purchased a vodafone prepaid card from pune bharti vihar .i had furnished pan card and serving certificate on 6 /7/09.on 9/07/09 my out going calls were debarred stating non receipt of documents .on 10 i resubmitted the serving certificate ith a photo proof .till date i.e.17 the phone is not activated .on contacting the dealer they said they have submitted the forms while the customer care says they havent recieved the documents...
