about the discrepancy in pl interest rates and non compliance of any contact about same

I was assured 11.5% pl interest rate upon which i agreed for the pl.. Even i got a land-line call saying the same rate of interest (Of which i have recording proof). The same call included some charge deduction from my pl amount which was around 1500...
